Pass Bill C-311!

Act fast to pass the Climate Change Accountability Act!
What is Bill C-311?

Parliament is currently debating Bill C-311, the Climate Change Accountability Act. The purpose of the Act is to prevent dangerous climate change, by ensuring “that Canada contributes fully to the stabilization of greenhouse gas concentrations in the atmosphere.”
On April 1, Members of Parliament came together to support Bill C-311, the Climate Change Accountability Act. The bill passed second reading, with 141 votes in favour and 128 against.
The bill has been refered to the Standing Committee on Environment and Sustainable Development for further debate, and will, at some point, be brought back to the House for a final vote at third reading.
If Bill C-311 passes third reading and it is approved by the Senate, Canada would be committed to taking action as called for by our KYOTOPlus campaign. This means reducing emissions of greenhouse gases by 25% below 1990 levels, by the year 2020 – with reductions of 80% by 2050. These science-based targets are essential to avoid the most devastating impacts of climate change: severe droughts, water shortages, famines, extreme weather events and rising sea levels that threaten millions of people around the world.
Please take action today: Send an e-message to the members of the environment committee and the leaders of all the political parties represented in Parliament. Urge them to pass Bill C-311 as soon as possible.

The motion put forward to fast track this Bill has been defeated. That makes October 24th ever more important. See you there!
This is the update from Canadians for Action on Climate Change:
“The ENVI Committee was scheduled to report back to the House of Commons (HOC) on October 22 2009 indicating their thoughts in a report on Bill C-311. [...]
Last week’s occurrence regarding the need to vote in the chairs and vice chairs of the committees did not help.
At the rate they are progressing, and with nearly 50 witnesses in line to be heard, they will never be ready to report to the HOC. They determined that they needed to be granted an extension, this was the motion from yesterday. This was approved by the Committee (we don’t know how each person voted as it was done in camera) and this recommendation for a 30 day extension needs to be presented to the HOC. This will be done on Monday and since the process requires some debate and discussion, and the house is not sitting the week after, we will not know the answer to this request until October 21 2009.
On Thursday, the schedule indicates that the topic of Bill C-311 will be discussed. It is conceivable that they may decide to take an interest in moving forward with a degree of urgency, but this is not a given.
We are urging them to act with expediency, get the meetings scheduled, call the witnesses, and focus on Bill C-311 and nothing else. Our hope is that they will find it in themselves to put politics aside in the interest of the planet.”
